A Mingo County woman was arrested and charged after allegedly duct taping a child.
According to the criminal complaint, Nineteen-year-old Elizabeth Russell of Delbarton, applied duct tape to the mouth and wrists of a five-year-old child. Russell was reportedly looking after the child at the time of the incident.
Mingo County Deputies observed glue residue and marks left on the child. Allegedly, Russell taped the victim’s mouth to prevent talking and taped the victim’s wrists together to prevent the use their arms or hands.
Russell was charged with child abuse creating substantial risk of serious bodily injury and domestic battery.
