LOGAN Police say 28-year-old Brooke Elaine Vance is charged with financial exploitation of an incapacitated adult, forgery or uttering, fraudulent use of an access device, grand larceny, obtaining money by false pretenses and fraudulent schemes.
According to a criminal complaint filed in Logan County Magistrate Court, a report was made on February 13th alleging that a ResCare worker had been stealing money from a resident.
Investigators determined the alleged victim had been in the hospital since December 20th, 2025. During that time, multiple suspicious transactions were made using the victim’s card at several locations, totaling just under $2,000 that could be documented at the time of the complaint.
Authorities allege that Vance made purchases and received cash back during several of the transactions. She was also reportedly seen using the card during the fraudulent purchases and, in one instance, used her phone to complete a transaction charged to the victim’s account.
The complaint further states that a weekly allowance check issued to Vance through ResCare, which is required to be signed by the resident, contained a signature that did not match the victim’s handwriting.
Vance was arrested on Monday by the Logan County Sheriff’s Office before being released on bond. She is scheduled for a preliminary hearing on March 5 at 10:30a.m.
The case remains under investigation.
